"The fountain of any civilization is in the moral character of the people who support it. If it is corrupt, it is because the people are corrupt, and it can be cleansed only by cleansing the people. The passage of more stringent laws will not stop the abominations to which I have referred. As long as the people do not rebel against indecent theatrical exhibitions, they will continue to occur in all our theaters.
